DEFINITIONS

Automatic Location
Information (ALI): A 9-1-1 caller's name, address, and other information useful to someone taking an emergency call.

Automatic Number
Identification (ANI): A 9-1-1 caller's telephone call-back number. Similar to Caller ID, except that caller ID comes between the 1st and 2nd rings. Answering a call "too soon" will prevent CID from being received.

Pre-Basic 9-1-1: Really a call-forward solution. The 9-1-1 digits dialed by the emergency caller are translated to the seven or ten digit number for a Police Station (or other end point) telephone. No ANI or ALI is sent.

Enhanced 9-1-1 (E9-1-1): Call routing of the 9-1-1 digits to a predetermined 9-1-1 Call Center without call forwarding of pre-basic 9-1-1. Calls contain ANI and ALI to assist call takers in providing assistance. Specialized Call Center equipment is required to take advantage of these features.

E9-1-1 is a pure public good. The only reason for its existence is to provide the best possible chance to save life and property. Many years of service in counties and states throughout the nation easily bear out this fact.

Some counties have not been able to establish true E9-1-1 due to costs or other obstacles. Many technical issues need to be addressed as well. The result can be a bewildering and expensive endeavor.

At GenDesign, we feel that all counties should be able to provide E9-1-1 services. The number of citizens, and therefore funding available, should not hinder 9-1-1 implementation. Further, asking high per-line, per-month levies from citizens should be avoided. After all, citizens can veto such levies from the ballot box.
